You can read John's teaching on your own, it's enough to put the chill into those who heard him in the wilderness.
Btw since we can be pretty sure that all the people of the region, let along all the people of the world were not baptized by John, that verse 21 is a good reference for how the word "all" does not have an all inclusive meaning.
