Heb 13:20 Now the God of peace, that brought again from the dead our Lord Jesus, that great shepherd of the sheep, through the blood of the everlasting covenant,
Heb 13:21 Make you perfect in every good work to do his will, working in you that which is wellpleasing in his sight, through Jesus Christ; to whom be glory for ever and ever. Amen.
In a sense Jesus Christ has fulfilled the law and the covenant(s).
Joh 19:30 When Jesus therefore had received the vinegar, he said, It is finished: and he bowed his head, and gave up the ghost.
From my reading of the these texts and of Bible, I would observe:

The Bible affirms an everlasting covenant made by God and His chosen people Israel.
That Jesus affirms that the covenant was fulfilled by himself with his death.
All of Jesus' ministry, words and teaching was confirmed as true by his resurrection.
He established a new covenant with man, that affirmed the old to be fulfilled by his death would apply not only to the original Jews, but to the great surprise all, also go the Gentiles. This was a profound mystery.
All that God calls are a part of this covenant....and have everlasting life with him as his covenant people, the true invisible church, those circumcised in heart.
All that God calls will hear His voice and he will not cast any out. The Holy Spirit works in us to effect this.

Q. 31. What is effectual calling?
A. Effectual calling is the work of God's Spirit, whereby, convincing us of our sin and misery, enlightening our minds in the knowledge of Christ, and renewing our wills, he doth persuade and enable us to embrace Jesus Christ, freely offered to us in the gospel.
When so enabled, we see signs or fruit of this process working, through hunger for knowledge of God's word, belief, repentance, and various actions of faith or fruit that blossom and ripen in this new life.
These can be summed up in the two commandments..
Mat 22:36 Master, which is the great commandment in the law?
Mat 22:37 Jesus said unto him, Thou shalt love the Lord thy God with all thy heart, and with all thy soul, and with all thy mind.
Mat 22:38 This is the first and great commandment.
Mat 22:39 And the second is like unto it, Thou shalt love thy neighbour as thyself.
Mat 22:40 On these two commandments hang all the law and the prophets.
